Idiocy. Its a nice move when the population sees the help, the good intentions. But the common north korean will never ever even consider the help comes from abroad, it will be fed the lie that Kim somehow conjured the food/help/whatever its divine powers.
Have North Korea ask for the help before even sending it, at least. So its foreign friends and cope artists cant say shit and hide next time North Korea pulls their rando shit.

Given the vast majority of South Koreans have relatives in the North (even if communications are at best spotty, at worst severed), it's hard not to try to donate. Especially when sporadic mass starvation events wipes out a substantial portion of the population.
