Like make it commensurate with the crime right, I'm not saying lock him up for life, or just stick him in a hole somewhere, or make the punishment brutal. But he's a dangerous menace to the rest of us, and just thinking that kids will be kids, or hoping that he'll turn out to become a productive citizen if we just blame society more, isn't going to do anything positive.
He, and many like him, need to be forced into a structure, need to be forced into a productive mode where he can hopefully learn the lessons his parents have failed to provide him. That's it, that's his second chance.
