I don’t know what proper procedure for this would be but you’d think at the least since it happened already the city should issue some sort of warning to the church and the funeral home.
It’s a shame that they probably won’t do anything and this will happen again.
You should definitely report it to the news.

For those wondering, Flo-Rida supposedly has no relationship with the child. Apparently the mother had to take him to court to even get him to pay his child support. He decided the child wasn’t his upon finding out he was born with health issues and was autistic. That’s why the mother is suing for the cost of the medical bills.
I hope this little guy makes a full recovery.
