That's because those were hard switches, they intended to immediately stop production on the older consoles. They've been doing the swap over to the new gen as a soft swap and producing new games still on the last gen so they need most games to be able to run on it. As they stop producing for the older gen they'll have more time to explore the possibilities of the new limits.

PS2 era fighting games hold up SUPER well, there's a reason MvC2 and SF3:3rd Strike are still competed in. I highly recommend Tekken 5 though, it has Arcade ports of Tekken 1-3 built into the game so it's one of the best values of the PS2 era imo.
