I don’t have a MagSafe power bank but I do own two Anker ones (wired charging). They’re my go to for stuff like that.

Being on the setup screen doesn’t mean it’s never been activated. It could have been reset to factory but may still be attached to someone’s iCloud. If that’s the case it will be in activation lock. The only way to know for sure is to start setting it up. If it is attached to someone’s account it will ask for the password. If it’s not you’ll eventually get to the Home Screen. Good luck
