Just move away from any gravitational body, and the clock will speed up. There are some nice documenteries on atomic clocks put in aicraft and flown around for a few hours and then compared to their ground based brethren.
An even more up to date drift comparison is the ground based clocks used to keep the GPS satellite constellation atomic clocks aligned.

No system is 100% effective. No system.
I also have worked on ballistic missile defense systems and they all have weaknesses.
So when one goes from a probability of hit (Ph) of 50% to 55%, then yes, it's an excellent improvement, but it's still 50%'ish.
Even if the probability of a kill (Pk) is 100%, it's that pesky Ph that does one in.
i.e. If I hit it, it's dead. It's the hitting part that's hard.

And like a Ring World, a Dyson Sphere is orbitably unstable. A solar flair or three and it's toast.
Not to mention, where are you going to get several Jupiters worth of construction material? All the mass in the solar system, excluding the sun and Jupiter, doesn't add up to another Jupiter.
