Yeah for a "proper" Neapolitan a pizza oven is needed, but for making some nice pies at home its not required. If you are making pizzas often I wholeheartedly recommend getting a baking steel. I used to have one and I loved it so much, but it's made of cast iron so you have to treat it right. You can also use it on a grill to turn it into a flat top. Just make sure you don't leave it outside, it's how mine got ruined.
