The act itself is called a cloacal kiss

You can see the orange breast well enough, though muted. Looking on eBird though, it does look like the vast majority of reports in the area are Western, so you could lean that way!

If you have any other shots where you can see the throat color better that would cinch it. Blue throat = Western, orange throat = Eastern!

Nice bird. Looks like a Bluebird? Can't make out the throat but looks like an Eastern or Western.
