Pretty much all the mental health facilities are closed and patients, if seen by medical professionals, are released on something like self care. (There was a whole documentary on this a while ago, but based in NYC). Which is why so many are on the streets left to harm themselves, potentially others. It's F'd up but until the mental healthcare systems are overhauled, I doubt there's anything to be done.
