its a ruger 10/22, which is a complete joke. Excluding the magazines above 10 rounds, all but maybe the carbine is legal. Not to mention the reason the carbine would likely be illegal isn't the caliber, its that its too short with a adjustable stock, you can own a larger comparable version of the rifle.

And I can walk into home depot buy parts, and can make a gun in my basement, the point is, criminals, will always be criminals, laws only stop law abiding people, criminals will find a way.

And for a less nuanced approach, come and take them, this is not a thing people will roll over for. This is the last straw for freedom, its hard to enforce unjust laws if you would have to risk being shot over them.

They are so incompetent, its easier to have someone else file on your behalf(common scam), then it is to cancel it. They have no consequences, they will never get back to you, they just hope you die so you stop calling them.

CT gun laws are wonky, best bet is call your local gun shop. They can't be transferred to new owner unless they have a permit, even if they are willed to you if I am correct. Either way I think you need to work with a Federal Firearms License carrier to make the exchange (which the gunshop will have that license). If you just want to get rid of them, ask your local PD.

how do you even know you had a 7700k to begin with? The major difference is the K is unlocked so you can overclock it. If you were having issues and you had increased the clock speed, wile troubleshooting its they likely set the clock speed back to default. So either you had a non K version, or you are judging it by what the clock speed is showing and they may have set it to default?

Follow up question, if you knew enough to know what exact cpu you had, why don't you do the work yourself next time? I'm sure with a little help from the internet you could have replaced the motherboard yourself.
