That looks like fiberglass reenforced cement board. It's no different than fiberglass batting for hazard if so.
Shedding should basically be zero.
Is this a ceiling, floor or wall?
Cement board is normally only used exterior, fire prevention (around wood stoves) or bathrooms due to moisture so patching is and covering is for the application to keep moisture resistance or fire resistance.
