It could have to do with population. PA's population is nearly 13 million compared to Utah's 3.5 million. There are just a lot more people to serve, so demand is much higher.

It is most likely your local taxes. PA collects both an earned income tax (the rate is based on home and work locations) and LST (flat rate). Keystone collects these taxes for local municipalities. Usually, your employer withholds these taxes, and you just have to fill out the form stating you are not entitled to a refund, nor owe any taxes.

Or the Senate can bury it in some other piece of legislation.

The only problem is that even if you get the minority and some Republicans to vote yes in the Senate. The Republicans in the Senate still decide which bills to bring up for a vote. So you can have 25+ senators to vote yes but it doesn't mean it will be brought before the chamber for a vote.

The state constitution was amended to limit disaster emergency declarations issued by the governor to 21 days. After that it must be extended by the general assembly. Prior to the pandemic there was no time limit for the governor's declarations.

Wouldn't he be going to DC, not Harrisburg?
