First, this has nothing to do with Baltimore being scary- fender benders literally happen everywhere.

Second, did you contact your insurance? You should be covered for uninsured motorists. Let your insurance pay you and let them chase after this person for the money if they want to get reimbursed.

Third, never trust anyone. Particularly someone who has recently threatened you. Those don't tend to be the kinds of people who abide oral contracts. If you aren't looking to get the police involved at this point just let insurance sort it out. The odds this person is acting in good faith is extremely low.
