Agreed on avoiding Aberdeen/Hoquiam, there’s not too many places more depressing and poverty stricken of that size in the state. If your teen has a car and can drive, somewhere within 30 minutes of Bellingham might be viable for $300k, but even then you might be pretty limited. Otherwise places decent for walkability/bikeability/public transport are gonna be outside your budget unfortunately unless you’re looking at 0b/1b condos

Been there several times, usually walk 1-2 miles where the crowd thins out and hang for a bit before turning around, walking on slanted sand/rocks gets tedious fast and usually got there in the afternoon with zero intention of making it. The bluffs if you go the other way are also amazing and much less people go that way too

Classic pnw, although this summer/fall had so many completely clear days that I found new viewpoints for mountains all over in spots I’ve been by a million times

I mean the alternative is to organize a shuttle, wake up stupid early, and hike 18.5 miles and 4.5k of vert in day including some slow going scrambling over a boulder field and Asgard pass. Not impossible if you’re fit, but not an easy day even if you are
