I think the elephant in the room is the fact this is a last minute "oh shit" action. Since the current council didn't push for anything to get done for 6 years (I think). So it may just be rushed honestly.

The Federal Clear Air Act mentions "Major sources" which would cover any similar areas. But hard to say with what Wolf put out.
I have no doubt it's all still milk toast and should be beefed up for actual environmental hard prevention. I think the most charitable position is Wolf is possibly improving emissions control slightly, while also preventing PA from losing a huge payout needed for improving infrastructure (mainly highways so it's meh).
