I have a rescue with similar issues. I recommend talking to your vet about sedation meds. Also, get a good, comfortable muzzle. Training with the muzzle is a must, make it a positive experience rather than a punishment. I use a Baskerville black rubber muzzle that's like a basket so my dog can be given treats and drink while wearing it.
