i live in a townhouse and use 2 white noise machines. they do help a lot, but it sounds like it wont totally drown the noise you're talking about.
you may want to looking into some proper noise-cancelling headphones.
this is short-term. in the long-term, id start going through the process of documenting each day/time they're being loud, making recordings, sending reports to the council, etc etc. r/britishproblems see posts like this often enough that they're prepared with more thorough advice on how to proceed.

ive had this problem. people swore up and down that vinegar would do it - nope.
fabric softener + a few wash cycles worked wonders.

per your source, T should be t for tonnes (not tons).
for some perspective (if anyone else is curious)... it looks like the US imported ~18,100t uranium in 2017 (source: US Energy Information Administration). didnt see data for more recent years but its early in the morning and 2017 is good enough for me.

it would be, for those that end up being executed.
another way to look at it is that the waiting period invites the possibility of new developments. it'd be a shame for an incorrect verdict leading to the immediate execution of an innocent person, when new evidence exonerating them may have been found in the next year or two.
not sure how often that happens though...
