The article said the armed guards were no problem, just the guests, but my guess is some of those guards were off-duty officers from another beat.

Idiot racks up $3,000 E-ZPass bill, shocked when he gets a $3,000 E-ZPass bill.
This person went months without paying their bill. Made no attempt to pay their bill. Looked up their bill, still didn't pay it, then gets upset when they send the bill.

Blood work can take time. Some labs are more thorough. Others may not have the ability to test for certain substances. Particularly, ones that don't remain in the bloodstream very long.
