I kind of get it for blatantly obscene ones but If they start to go after quirky ones that a single person with a stick up their butt is offended by (example : https://www.reddit.com/r/NorthCarolina/comments/t14uyu/i_need_help_keeping_my_fart_license_plate/ ), that'll be horse shit.

It was happening in California and it went to court and the court found Restrictions of ‘Offensive’ California License Plates Unconstitutional. Basically, if you have a legitimate explanation, it should be good to go.
