Just replace the seal and see what it looks like. I bet it will seal fine. If it doesnt bend the hinges a little. Theres plenty of videos out there on that.

The diverter valve is in the middle. Its different than the hot and cold valves. Those are just on off valves. Determine which valve is faulty and replace it. But if it were me Im replacing all 3 while Im in there.

Wouldnt the heat of the belt sander gum up the glue?

YES. Definitely have it checked for asbestos. Almost guarantee it will have it in it. Anything past 1990 is usually safe.

On July 12, 1989, EPA issued a final rule banning most asbestos-containing products.
I think OP is safe. Regardless I would still wear a mask when I scraped it off just because there is still particulate matter that can cause respiratory irritation. Keeping the ceiling as wet as possible without wetting too much to damage the drywall is important.

I would prime it. Add filler where needed. Lightly sand filler making sure not to sand through the primer. Wearing a respirator while doing so. then paint. And not be to fussy with the finish.
To get a perfect surface without filler added, youd have to sand the old paint smooth. Scraping it will leave it very uneven and painting over it will make it look ugly. Up to you though.
