Baltimore/Maryland has a lot of very talented tattoo artist. You just have to know what style you are looking for.
The tattoo convention is a start, I have found some artists through this forum or just Google searching and looking at portfolios.

Not JH but I had the same thing happen to me with Mercy, saw a dermatologist at their office on the hospital campus, got hit with a $50 facility fee my insurance didn't cover, started seeing her at another office not on the hospitals campus.
They had a sign posted at the office warning about a potential uncovered facility fee, I didn't know what it meant at the time.

Check out places like Cylburn Arboretum, Natural History Museum, Oregon Ridge. They put on a lot of programs on this topic, so it's a good way to network with like minded individuals. They usually cost less than $10 to attend.

I don't know of anywhere in particular right now that would do free. But keep an eye out in May, if you haven't found something yet, that is mental health awareness month and when I typically see places advertising low cost scar cover-up/services.

I've used Home Vets, one of the mobile vets. I did like them, it's that my cats were way to feisty at home, I learned it's best to take them to an office, where they just freeze and let the vet do what is needed. I would recommend Home Vets to other people.

Helping up mission, House of Ruth and Earl's place are all shelters that give donations directly to residents.

I second Cake's by Jason. I use them to order all of my office event cakes, granted they are regular cakes, but they are always a big hit and are reasonably priced. Bonus is they often do fundraisers for BARCS.
