Wouldnt the Rwandans be directly responsible? The French may have stood around and done nothing to stop it but ultimately the people doing the killing are the most responsible.

That would make me technically correct not technically wrong. And if mankind came from Africa then Africa belongs to people of all races as a motherland.

Odd to word your question as European Union versus Europe. Even Norway isn't part of the EU.

And whoever that group was, they were eventually wiped out by a subsequent group.

That is quite common. Just in the last decade there was a journal pushing for more of the Dead Sea Scrolls to get published.
