No, Vermont UIM coverage is required to extend to property damage. In many states it doesn't.

See if anyone who lives at the property has UIM coverage on their own vehicles, because often it applies to the insured person (and their household members) even when they weren't driving said vehicle. It's not like liability insurance where just the vehicle itself is insured. Vermont has strong UIM protection laws. They should check in with their auto carrier.
I also definitely agree with /u/ARealVermontar's suggestion of calling the VT Bar Association Lawyer Referral Service.
