It's why our hands and feet get cold, because our body moved the heat to the vital organ when outside temperatures are relatively colder. Dinosaurs are mesotherms. They're neither endothermic nor ectothermic. That's what's meant by 'psuedo-warm blooded'. They maintain their own body temperature while simultaneously relying on external heat sources.
