Yes, you can capture data using camera/any video data recording device and view it afterwards. It's technically viewing data of the past, but it has to be recorded somehow

You can actually approach speeds of light to make time pass even faster. You can look back at your past, but can't go back and you can go in future, but you can't look at future.
