I taught myself to drive while i had my learners permit several years ago, just practice in a quiet, slow area

they may be designed that way but they are far from perfect and road conditions can and do effect stopping times, your best bet is to take it to court and contest the ticket on the grounds that you felt it would be unsafe to come to a stop at that point due to road/traffic conditions

Can't speak to Seattle, my driving experience is mostly tacoma, and I was living in Olympia when I had my learners permit. I just avoided being pulled over, plus I'm white and fem appearing so im not likely to be shot or assaulted if I do get pulled over.
