Maybe you should read again. Its not saying they don't work, but that you need to think about it in cold weather. The battery charges slower, and heating etc puts additional requirements on the battery supply but the article literally says it's not a particularly big deal you just need to factor that in and not aim to drive the stated maximum distance without a charge.
