If you want some easy tickets I recommend going by the Baltimore City Public Schools District Office parking lot on 200E North Ave because there's at least three or four cars parked in the fire lane whenever I ride by there. There were always a few cars parked in the handicap spots without permits, but I haven't checked that closely recently.

El Taquito in Fells had a cubano sandwich on their menu last time I was in there more than a year ago. It was cheap, it was massive, and it was pretty fine!

I did Mt. Vernon to the hospital via Monument protected bike lane for a year with no problem, but I never headed out as early as the OP. I did come back sometimes after dark, but usually no later than 8 or 9pm and the biggest issue I had was hitting large debris before I got a stronger headlight.
Not necessarily for everyone, but it is doable!
