Their popularity has exploded in the past 5-10 years. A man got murdered trying to sell one via craigslist in South Carolina.
I would talk to PARL. If you want, I can talk to FOHA (Friends of Homeless Animals, they specialize in smaller breeds). In either case, the adopter will pay a fee (not cheap) and by vetted. That Grover's best shot.

I met Emma Watson when she was checking out PVD, considering going to Brown. Her Dad asked me about this City's arts scene. I said, "without the arts (RISD, Trinity Rep, AS220, Wilbury Group, Metal Works, PVD Black Rep), this town would be Fall River."
He didn't know what Fall River means. So I translated to Brit. "Without that Arts, PVD would be Bolton." He understood that. Bolton is a Mill Town that couldn't adapt.

I'm a pedestrian. I waited at Branch Ave for the light to turn green so I can cross. I wait for an Ambulance to take a right turn in front of me (no lights on) and start crossing. A red pick-up (waiting at the light to take a left just like me) nudges the crosswalk and then nudges me. I slam on the hood (like Dustin Hoffman) and yell, "WTF is your problem?" and just stand there. He puts down his window and yells "Green lights are for traffic!"
This guy drives for a living. His pick-up had the logo of an Auto Parts Co. on its doors.

I live near Branch too. I've only used Providence Bicycle for maintenance and they've always been great. When Wanskuck Mill on Branch was being renovated (for years), I took my Trek to their EP shop. That store had a used inventory.
Ironically, the Branch Ave shop is located on the most dangerous road for bicyclists, IMHO. Every 4th car honks at you for no reason, the pavement is treacherous. I've had trash thrown at me, been screamed at, been forced into the curb. Our neighborhood SUCKS for bike riding.
