There are some sites in Arcadia Management Area that you can reserve through the RI DEM but as others have said there isn't much in the way of dispersed camping here. Connecticut has a series of shelters just over the border in the Pachaug Forest that you can reserve as well.

When I got mine done they stressed that I still had a "loaded gun" so to speak and that I'd need to, um, fire off the remaining rounds before I could be certified as sterile. They had me drop off a sample four weeks after the procedure to confirm sterility.

I got it done, I dunno, 5-6 years ago at Urology Associates Inc behind Newport Hospital through South County Health. It went very smoothly. Whole thing took about 25 minutes. Doc did a good job of chatting with me throughout the procedure to keep me occupied. No pain except for the first anesthetic needle they stuck in my testicle - that was excruciating for about literally one second and then the local kicked in. Barely felt the second needle and didn't feel the third. They repeat for the other testicle after they are done with the first.

So about two full seconds of awful pain and otherwise a walk in the park.

Thanks for the explanations for folks in this thread about the reasons for school bus monitors. Those make sense. As I don't commute anymore I no longer have a dog in this fight but I will summon my angry younger self to say...

I hate 'em! The monitors are old, slow and take forever to look under the bus. They barely can/will bend over. I swear, even if there was a kid under the bus would they even see them half the time? And where are these kids coming from? Are they feral children, running out of the shrubs to hug the undercarriage of the bus in the hopes of going to school? Every bus stop has cars lined up in each direction and parents waiting to see the kids off. I'm pretty sure there are enough eyes watching for children who might find their way under the bus.

It sounds like an unfortunate series of events in short order and I feel for you but you said this happened back during the summer. When did you first attempt to resolve the bill?

I'd definitely say that late fee seems steep but I guess it depends on how long ago this happened. If nothing else, I don't think you'll forget to resolve next time!

It'll be quiet and not much will be open. Weather could be fairly gnarly. On the other hand, there's a certain stoic charm in experiencing a New England island in late fall. The raw sea air against your face. A grizzled fisherman in slickers nodding approvingly in your direction. Put on some victorian clothes and walk the forsaken beach, pining for your lost love.
