No, you can't do a DV on a totaled vehicle.

Already tried them. He asked me to take the car to his dealer to have it looked at then ghosted me. Very annoying has he was literally in my office just a few days before as my employer is one of his biggest clients.

This right here. I'm 60, I do not flash to warn and ignore when someone else flashes anymore. Why? because people flash for everything just like a previous poster mentioned. Also, being blinded by someone else's high beams at night is not a courtesy, it's an a-hole move.

Limos are exempt as are buses and several other types of vehicles.

RI law is 70% on all windows which is basically factory defaults for all cars. They are starting to enforce it more.

The other thing you need to worry about when adding window tint or some other mods is your insurance. Depending on the carrier, thay can deny your claim if you have an "illegally modified vehicle."
Most won't but it's a big claim they will try every trick in the book to find a way to deny it. On the other hand, a ticket for tint can absolutely raise your rates. Many insurance companies have this clearly listen in thier policies. This is directly from Progressive's website:
"Do window tint tickets affect car insurance?
A window tint ticket can affect your car insurance rate, just like any other violation on your record. Plus, if your tinted windows are darker than the legal limit and you get into a covered car accident, your insurance company may not pay for all damages to the illegally tinted windows. Depending on your insurer, there may also be other potential effects to your car insurance policy."

We tried 3 different times over a 2 week period and everything was lemon flavored, it was really bizarre. Things that I have never even heard of using lemon on, and it was a strong flavor as well. Like I said, either someone mixed up the flavors or where PO'ed at the owner and trying to screw up things on purpose, but everything was so foul tasting, we just never went back.

I really could not recommend Borellis. We went there 3 times, all 3 times the goods where terrible. Apple turnovers with lemon icing, brownies with lemon, a cake again lemon flavored. Everything we purchased was lemon flavored and just not good at all. I do not know if someone mixed up the vanilla and lemon flavorings by mistake or what, but we threw everything out and have never gone back.

You can call the Municipal Court of the town where you received the ticket.

Yes. They have a timer so they turn off after about 30 seconds. Gives me enough time to go up the stairs and in my front door while its well lit.

I have automatic headlights as well, but I keep them on at all times. During the day it just makes the car more visible, so a little extra safety is a good thing.

I have been with Liberty Mutual for about a decade. Never any issues with any claims. Geico? Stay clear. Not only are they high, but the biggest issue is they have a tendency to deny claims made against your policy so if you're at fault, you may still get stuck paying for all or part of the claim out of your own pocket. I had Progressive, but the rates were far too high. When I switched, I am getting 2 vehicles and homeowners for less than they were charging me for a single car. Allstate, it all depends on who you go thru, some of the agents are shady as heck and I personally would never deal with them again.
