Well, the septic should be easy - look for the cleanout. There will be a wide black plastic pipe with a plug with a square bump for a wrench. You might have a couple, especially if your municipality does separate gray and black lines.

That's the problem with pipes - they're really strong up until they're not...

Doesn't necessarily have to be welded. Cut the legs, slip a larger pipe over it. Problem there is as noted it's going to be flexing and bearing load differently.
Don't drill out space for the casters though. That'll weaken the metal tubing and you'll snap the thing in half before you know it.
