It is comprehensive. Under commonwealth law accidents with deer are considered no fault and your rates cannot be raised as a result.
I hit a deer once and thought my rates would jump so paid out of pocket. Years later I was talking to my insurance agent (family friend) and she explained that I was silly to do so.
