You really don't want you or your clothes to be damp when it's freezing out. It's a general "surviving the cold" tip. It's a common misconception to keep bundling through sweat since it's so cold out, but it's better to remove layers, even temporarily, to make sure you're cool enough not to sweat.

Dress in removable layers and take them off if you get too warm. If you sweat, it's game over.
