I don't know all the laws, but I believe a company is charged less for unemployment for a lay off but the counter is they can't hire for the same position for a year, or if they do it has to be offered to the lay off people first.

This can be especially true if the company is hiring directly out of college, and then putting them in one small area of specific tech.

When we add more restrictions, the violence will go back down, as we've seen in the past. You are arguing AFTER the laws changed to help criminals.
