This reminds me of situation that was a few years ago. Despite living in a really large city I was using radio internet. If I wanted to download any film, that meant few hours (mostly around 6-8) of waiting.

I remember that time when having 1 fps in minecraft wasn't weird for me.

So it's third world country. (Speaking from experience. I also live here.)
