Substance abuse is a mental health. Having horrible conditions like schizo, bipolar is mental health condition. But majority of those people, i repeat overwhelmingly majority do not kill someone, rob them on gunpoint, carjack. Their crimes are mostly limited to petty theft. At least thats what it historically used to be. But since we are not doing absolutely anything for teedn-adults violent crimes which can be financially lucrative this may not last. I mean why u risk jail time for a 20 dollar store lift when u can get few grand doing a car jacking?
