This is a difficult ask from governments obviously, but consider that the alternative is trying to convince vast numbers of people to willingly stop eating tasty meat. Humans have issues doing that when it's literally killing them and they've been told so by doctors. Expecting them to do it when told to by environmentalists seems a little less likely to me than the governmental regulation option.

Just based on the context, I think they meant that the developers were blaming "climate change" when, really, they'd built in a bad place to begin with, so the climate is making an already bad situation worse, rather than creating the issue itself.

I don't know. Dispensaries are the new Liquor Stores. It's hard to hit saturation in a growing market with lots of demand. Most towns could probably sustain one. Many could probably sustain a few.
