Ok so you didn't go in completely blind but they did pull something fast on you. I agree it sucks and that you should have asked about location of these items (obviously hindsight 2020).
I would suggest using DC's noise laws to counter it.

This really is a stupid move on the Fed government's part.
Literally one of the appeals of fed government work is their flexible telework policy. Even with this policy, they're suffering a brain drain.
Get rid of this policy and the brain drain will happen even faster.

Assuming that housing services are slower on weekends, that's only 17 business days compared to the 60 business days originally in place.
I agree the homeless should be moved from public spaces for reasons such as public health and what not, but moving the date up was very short notice.

Disgusting! Every time I walk the dog or just by myself and see a chicken bone, I'll either try and throw it away or kick it in the street so that dogs don't get it
