Well... the president can't dismiss congress unless his cabinet is rejected vote of confidence twice. On top of that he called for a complete reform of the constitution which can only be done by the legislative branch. And lastly a reform judiciary and constitutional court, which are above him, so basically he pretended to take over all branches of power...
