The engineer is an idiot. The manager didn‘t ask him to solve his problem, but to give knowledge that‘d help the manager solve the problem. However, rather than give useful information (like directions to certain places), he gives information that is either obvious or useless in this situation.
The engineer then accuses the manager for blaming him for the problem, when all the manager did was point out what an arse he was.
