The procedure is as follows:
Pull up, tell the highschool kid how much gas you want and which type.
Hand him card/cash
Gas gets pumped.
You get card back. Sometimes you can tip the kid, it's not usually a requirement like at a restaurant.

Spirit Halloween? Fake arms are aplenty. Otherwise go to outlet malls, they'll usually have extra mannequins in the back of each store. Then again, I haven't worked at the gap since highschool and I don't like to think about how long ago that was.

That gap would be filled quicker than coffee and a bad case of diarrhea.
Once those beds are filled, it's harder to make room for prisoners - ya know the people who should jail.
I'm not against finding a better spot for homeless people than the street, these people deserve better and need a lot of help. I don't think jail is the ideal place. At the same time, jails are drug free and addiction is the main problem in homelessness.
