I believe the materials they used are worth something, it’s like space mining but in small scale, but consider the close proximity, also much cheaper than go beyond moon and mine some asteroids far far away.

Litter is cement, it theoretically could clog your toilet/sewage pipes, which means thousands of dollars of repairs, cat poops have parasites that will get into water systems eventually reach ocean and kill dolphins, it was suggested not to directly dump into toilet after study done in Bay Area California.

Drivers in NJ don’t know how to drive with traffic lights, can’t read signs about right turn on red, don’t know how to turn left, or don’t care and drive whatever they want, once I saw a car drove on right turn only lane at a cross section and cut right back into straight forward lane. Demand/supply, if they have more demands than they can supply, they will charge more and still have people to buy. You can order them not to, but that will not go well in long term, it would be more natural to let the market sort it out by itself, and that takes a long time.

That's why US uses CB controlling IR to check market instead of directly control the price.
