Which if you do then you're just making yourself as being late/behind on your HOA dues. Not exactly a solution.

That money is paid to some other company who reports it as income, so OP's entire point is moot. It doesn't result in "uncollected taxes" it just moves who pays the tax from one company to another.

You need to fork over the withheld taxes into the IRA to avoid being taxed and penalized on the tax withholdings. You'll get the taxes back when you file your tax return. You may want to adjust your W-4 to effectively get the money back sooner.
