It's salt water so it won't freeze.
It's salt water so everything is going to turn to rust.

Still seems totally bizarre to me that the dispensaries owners will not be able to choose where to open up shop or negotiate their rent.

They're really measuring the wrong thing. Like for UPS it doesn't matter that it takes more than 1 hour to go 10 miles because 10 miles is longer than your whole route.

You register and insure the car in PA even if you only visit your parents once a year, to save that insurance $$$.

So many stores. Like every smoke shop in the city has decided to put weed behind the counter.

Legal to have, not legal to sell (except like one shop in the city that opened yesterday).
The stores selling California shit are doing so illegally but there's no enforcement.

A bit more than that, it's not as dense as scrap metal so a full railcar isn't close to max weight.

People see NYU, Cooper, and the New School downtown and think oh that's what college campuses in NYC are like. But Columbia, Pratt, City College, Fordham, Queens College, Saint Johns, Brooklyn College, SUNY Maritime, Kings Point, and Kingsborough Community College all have pretty good campuses.

No, they painted a curb extension/pedestrian zone but haven't put in the flex-posts or the truffle paint yet.

I did one in one of the mid-century high rises on Riverside Drive which had that kind of wall. Honestly all you need is lots of screws to spread the load over the plaster. Don't put just a few in.
The other thing you could try to do is try to find one of the pieces of angle iron framing the wall (no wood studs, this is an early kind of fireproof construction), but it's not likely to be anywhere near where you need it.

You have plaster expanded metal lath walls, yes.
Looks like this from the inside. No studs per se. It's a pretty strong type of wall, you can just use screws to hold almost anything in it.

Unless you've been living there since 1970, your apartment is not rent controlled and the maximum base rent has nothing to do with what you can be charged. Presumably your apartment is rent-stabilized.
