On a technical level this is not something amazing per say what is makes it amazing is the use of colors , framing and the detail on the texture since it evokes a strong feeling of loosing yourself. But if I have to guess is not that this has a lot of layers because one must be the base image , a couple ones for the rainbow gradients colors , one for the eye , a couple curves or shadow/highlights layers and one for the stuff around the eye . A lot of time was spent on shaping the base black and white image that looks like those acrylic abstract art paintings.

It's Photoshop for sure , liquify , playing with gradients and layers masks with brushes.

Well Procreate must be very limited compared to Photoshop, cause I'm 99% this was made with Photoshop.

It's a combination of a lot of processes if I had to guess but "Liquify" definitely played a mayor role here. Here are some video tutorials that may give you an idea on how this was made:
