I say this as someone who was pulled over for 63-MPH on 128 25-years ago. I fought it, and despite the trooper not showing (sent a fill-in) I still lost!

If you suspect the heaters you could purchase two of these (https://www.amazon.com/P3-P4400-Electricity-Usage-Monitor/dp/B00009MDBU) and put one on each. Just reset the counter before you leave and check it when you return.

Or just assume its the tax for ensuring an unheated, or modestly heated, structure in a cold climate doesn't suffer from frozen pipes if you're not draining them.

Heat pumps are great. If you are doing new construction you might consider looking at a geothermal HP as well. A lot of folks question it due to the initial cost of the well but the folks I know with them swear by them. Heat. Hot water. A/C.
