Ppl will be dressed up in bars all over the city both Friday and Saturday. Not every single person will be dressed up, but enough that no one will look at you funny.
Obviously the younger the crowd the more costumes there will be.

I am in NW as well.
Gen3 has always provided me good service and has always seemed honest - not overcharging.
Do NOT call Sila - they are scam artists. They will waaaaay overcharge you.
