Jersey City has an ordinance limiting the decoupling fee to $25 (vehicles up to 10,000 lbs). The OP should absolutely report them to the city.

Yes, the tow company is required to release a vehicle even if it's hooked or lifted, but not actually removed from private property, upon request of the vehicle’s owner

Good luck. Tesla's Wifi connection protocol is really a mess. They use "X-" HTML headers, which most Wifi hotspots will filter out. Even the public Wifi hotspots.

Though it doesn't hurt to remove the plastic piece, most paper recycling facilities don't have a problem recycling these. During the pulping process, the pieces that don't belong like staples, paperclips and these plastic windows are filtered out.

Could be the trains in the Hoboken Terminal, whichhave a loud idling or humming sound? I can hear them late at night when I'm on the boardwalk. That's not a recent sound though.
