I’m vaccinated and boosted but haven’t worn a mask regularly in about a year. I still have never had Covid despite being exposed to it multiple times. Then I have a friend that is vaccinated, boosted, and masks regularly that ended up in the icu with COVID.

With some group homes, access isn't restricted. Residents are free to come and go within the rules of the house and don't need to check in with anyone. They can usually manage their day to day tasks without an issue. Problems just arise when things outside of the norm happen, like storms and changes in work schedules. There is also a good chance with the storm the staff was overworked as people may not have been able to leave since replacement staff may not have been able to make it in.
